For too long, Washington has measured a congressman’s success by how many federal dollars they can bring home.
But in this day and age, it is not enough to turn on the faucet. We need leaders who will also watch the faucet, ensuring every dollar is used wisely, transparently, and in the service of the public good.
President Biden’s American Rescue Plan gave Baltimore a once-in-a-generation investment of $641 million. But because of slow rollouts and missed deadlines, tens of millions were left at risk, and opportunities to build housing, create jobs, and deliver services were lost. In a divided Washington, every dollar we win for Baltimore will be hard fought, and we cannot afford the same waste, delay, and mismanagement that defined these previous generational investments.
As councilman, I have led the effort to hold City Hall accountable, making sure the mayor’s office and city agencies answer for how they use public money. As your congressman, I will not abandon that responsibility. If anything, I will be better equipped to ensure that every federal dollar is stewarded with integrity, urgency, and accountability.

by keeping City Hall accountable for every dollar of federal funding, tracking deadlines, obligations, and outcomes, ensuring Baltimore does not lose precious tax dollars to mismanagement.

by fighting to invest recovery and development funds in job training and apprenticeships that prepare Baltimoreans for work in healthcare, green energy, and infrastructure.

ensuring money flows to transit, broadband, and small business support in underserved neighborhoods, so families see real benefits where they live.

by making sure local and minority-owned businesses have first access to federal opportunities to keep wealth and jobs in Baltimore communities.
